The development of Haifa Street and the surrounding Al-Karkh neighborhood was initiated by the Municipality of Baghdad (Amanat al Assima). Based on a comprehensive conservation and urban redevelopment plan prepared for the Al-Karkh neighborhood by Alousi Associates Technical Studies, eight architectural firms were originally selected to residential complexes along Haifa Street:
Part I: M+R International (Brussels, Belgium)
Part II: Presenté/Mesny (Paris, France)
Part III: ARC Design (London, United Kingdom)
Part IV: Richard England (La Valetta, Malta)
Part V: Ali Mousa and Sami Mousawi (Baghdad/Manchester)
Part VI: Alousi Associates Technical Studies (Baghdad/Beirut),
Part VII: National Centre for Engineering and Architectural Consultancy (Baghdad)
Part VIII: Amanat Al Assima Design Department (Baghdad).
Structural Engineers: Ove Arup Engineers
Project parts II and IV were later postponed. Conservation of historic structures along Haifa street was supervised by M.Al-Ali Associates (Baghdad) and APP (London). New water, sewerage, gas and electricity lines were installed along the street at this time, along with new plantings and street furniture.
